A Surrey man charged with breaking and entering and kidnapping and multiple breaches of court orders appeared in Vancouver Provincial Court April 17.

Duoth Techen Garkouth, 19, is one of three people arrested by Vancouver Police Department (VPD) officers in connection with what police called a violent home invasion and kidnapping in East Vancouver.

Defence lawyer Joey Doyle told Judge Nancy Adams a release plan is being worked on and a bail hearing would need to be scheduled for Garkouth, who is currently being held at North Fraser Pretrial Centre.

He appeared in court via video.

Also charged with breaking and entering and kidnapping is Ramadhan Ibrahim-Hussein, 19, of Richmond.

A 17-year-old youth from Surrey faces the same charges.

Ibrahim-Hussein and the 17-year-old were arrested in Surrey on April 3. Garkouth was arrested on April 10 in New Westminster.

The three accused remain in custody.

“We’ve spent months collecting and methodically analyzing evidence in this case, and that work led us to the arrest of three suspects who have now been charged for their alleged roles in these crimes,” says Sgt. Steve Addison.

Addison said the VPD began investigating on March 11, 2023, following a nighttime home invasion and kidnapping of four people from their family home in East Vancouver.

The victims were driven outside of Vancouver and held hostage for a period of time, police said.

Garkouth is also facing five charges of breach of release orders, one count of breach of probation and one count of breach of a recognizance.

While Garkouth appears in the public-facing provincial Court Services Online database, Ibrahim-Hussein does not. As such details of his upcoming open court appearances cannot be reported to the public.
