Coun. Armand Hurford tried to add conditions to the development permit that would put further limits on construction times.
He received support from Coun. John French but the other five voted against it, saying adding too many regulations could result in unexpected consequences.
Ultimately, the development permit passed unanimously, but without Hurford's recommended additions.
The proposed development is for a two-storey light industrial building, which the developer is volunteering to build to Step 3 of the BC Energy Step Code.
