A Richmond man charged in a 2023 Surrey bus stabbing of a teenager has been charged — with another man — with kidnapping of four people.
Metro Vancouver Transit Police announced in January 2024 that Richmond's Ramadhan Ibrahim Hussein, 19, and an unnamed 17-year-old Surrey resident had been charged with aggravated assault in connection with a stabbing that took place on July 22, 2023.
However, according to a court information sworn March 18, Ibrahim Hussein and Duoth Techen Garkouth, 19, allegedly broke into a Vancouver residence March 11, 2023 and kidnapped and confined the four people against their will.
The Vancouver Police Department (VPD) said a 17-year-old youth from Surrey faces the same charges.
The VPD called it a violent home invasion.
Ibrahim-Hussein and the youth were arrested in Surrey on April 3. Garkouth was arrested on April 10 in New Westminster.
The three accused remain in custody.
“We’ve spent months collecting and methodically analyzing evidence in this case, and that work led us to the arrest of three suspects who have now been charged for their alleged roles in these crimes,” Sgt. Steve Addison has said.
Addison said the VPD began investigating on March 11, 2023.
Police said the victims were driven outside of Vancouver and held hostage for a period of time.
Garkouth is also facing five charges of breach of release orders, one count of breach of probation and one count of breach of a recognizance.
Ibrahim Hussein was due to appear in Vancouver Provincial Court on April 29. Garkouth has court dates in Surrey, court records show.
Garkouth was due in Vancouver Provincial Court by video from where he is being held April 30 but refused to appear.
The bus stabbing
The victim and his girlfriend had gotten into an altercation with two individuals at Guildford Mall shortly before 3 p.m. due to derogatory comments allegedly made to the girlfriend, according to a Transit Police media release.
He then boarded a bus with his girlfriend at 104th Avenue and 152nd Street after the "brief interaction," but the two individuals later boarded the same bus at the next stop and a second altercation took place.
One of the suspects had removed a knife from his pocket, according to the release, and proceeded to stab the victim in the stomach before exiting onto 104th Avenue.
The victim was sent to the hospital for emergency surgery.
Ibrahim Hussein and the Surrey resident, who could not be named under the Youth Criminal Justice Act, were arrested without incident after a three-month-long investigation on Sept. 26, 2023. Both were known to police.
